MIDDLETOWN TOWN COUNCIL MEETING DECEMBER 4, 2007


The Middletown Town Council met on Tuesday, December 4, 2007 with four members present. Chuck Deweese was absent. Council President Jake Smith opened the meeting with the pledge to the flag. The minutes of the previous meeting were approved as read and the claims were signed.

1. Martha Minnick reminded everyone of the Christmas Parade on Saturday, December 8th. This will be followed by a Boy Scout chili supper;

2. Police Chief Randy Wray reported that his department will be in training on December 11th for IDAX.

3. Utility Superintendent Dave Real is working on a fee change for services in the utility department.

4. Ron Koons gave a cable TV update. He and his wife donated a printer to the Public Access department.

5. Dan Fountain moved to suspend the rules and read the 2008 Salary Ordinance by name and number only. Dave Wagner seconded the motion. All members voted yes. Dave Wagner questioned passing the 2008 Salary Ordinance with the added Martin Luther King Holiday. We don't have an approved 2008 budget yet. Dan Fountain moved to approve the 2008 Salary Ordinance and Martha Minnick seconded. The vote was three yes and one no. Motion carried.

6. Clerk-Treasurer Donita Chambless outlined a program with Utility Supply to purchase 500 water meters in 2008 and Utility Supply will supply at no charge to us a new handheld meter reading system. There will be a mandatory update in 2008 of the system. Dan Fountain moved to go with this and Dave Wagner seconded. All voted yes. There will not be a contract to sign and the payment can be spread out monthly.

7. Donita Chambless explained that it was time to purchase a new police car to keep up with the purchasing program we started several years ago. This allows the purchase of a new car just as the last payment is made. Dave Wagner moved to purchase and Martha Minnick seconded. All voted yes. This vote was to allow Jake Smith and Donita Chambless to sign the paperwork.

8. Dave Copenhaver informed the Council that the New Castle City Council voted to approve the inter-local agreement with the courts.

9. Martha Minnick thanked Dave Real for getting the Christmas tree and putting up the banner.

10. Dan Fountain and Ron Koons have met with Jennifer Michael about the web site for the Town. The cost is not to exceed $2,500.00. This will be a progressive payment of $1000.00 when half the work is done. This could be paid with TIF fund is approved by the Middletown Economic Development Commission. Dave Wagner moved to host the web site not to exceed $2,500.00 and a not to exceed monthly fee of $75.00. Martha Minnick seconded. All voted yes. Martha will set up a meeting of the Middletown Economic Development Commission.

11. Jake Smith reported that the paperwork is almost ready to be submitted for the registry of historical places. It will go to the Middletown Historical Society to look over before submittal.

There being nothing more to come before the Council, the meeting adjourned
