MIDDLETOWN TOWN COUNCIL MEETING NOVEMBER 6, 2007


The Middletown Town Council met on Tuesday, November 6,2007 with all Council members present. Jan Morgan-Hanna and Penny Lohrey sat in for Clerk-Treasurer Donita Chambless who was absent reference the Municipal Election. The meeting was called to order by Jake Smith who led in the pledge to the flag. The minutes of the previous meeting were approved as read and the claims were signed.

1. The old bank building at 5th and Locust was discussed. It is not secured and is unsightly.

2. Pastor Jeff Landan of the United Methodist Church was present and informed the Council that the Church would prefer to own the Church on 11th and Locust. Dave Wagner moved that since the Methodist Church was a not for profit to transfer the church to them for $1.00. All members voted yes. David Copenhaver will prepare the paperwork.

3. Police Chief Randy Wray has met with the student council and school officials about the curfew issue. The First Baptist Church wants to be involved also.

4. Chief Wray presented his recommendation for a new police officer. Steve Thompson was voted unanimously by the Council for full time employment. He will need to attend the Law Enforcement Academy.

5. Fire Chief Brian Rednour said the Christmas Boot Drive will be November 16th.

6. The E-Gov presentation was discussed.

7. Kyle Metcalf will talk to Dave Copenhaver about the properties in the west end.

8. The storm sewer agreement with First Merchants Bank was presented. The bank will dedicate the line to the Town when completed. The tap fees will be waived. A motion was made to allow Jake Smith to sign the agreement with First Merchants Bank. All members voted yes.

9. Dan Fountain discussed the recycling bins and the need to move them.

10. Town Superintendent Dave Real said moving the fire hydrant at 5th and Mill is scheduled for the spring.

11. Ordinance 11 -6-07 renaming Fall Creek Blvd to Westrater Blvd was unanimous passed by the Council.

12. Jake Smith reported that we have little or no reserve in our depreciation accounts. We need to do an electric rate adjustment. If H. J. Umbaugh did a rate study they would advise a 20 to 25 % increase. We can do on our own in small increments. 1984 was the last electric rate increase. Town Attorney Dave Copenhaver will start the process for the rate increase.
