MIDDLETOWN TOWN COUNCIL MEETING JANUARY 2, 2007


Clerk-Treasurer Donita Chambless called the first meeting of the year to order and asked for nominations for Council President. Martha Minnick moved to elect Jake Smith as president and Dave Wagner seconded with all members voting yes.

Council president Jake Smith led in the pledge to the flag and noted that all Council members were in attendance. The minutes of the previous meeting were approved as read and the claims were signed.

1. In old business Dave Wagner moved to read Ordinance 1-1-07 in full and pass on its 2nd reading. Martha Minnick seconded and all voted yes. This is the rainy day ordinance.

2. Police Chief Randy Wray announced that Max our retired drug dog has passed away. There is a memorial service planned.

3. Chief Wray asked that the Police Department Standard Operating Procedures Manual be approved. Dan Fountain moved that the resolution approving the SOP'S be passed and Martha Minnick seconded. All voted yes.

4. Utility Superintendent Rick Westrater reported that he could find no problem to the Mid-West Realty Office. Flickering lights seem to be a problem and he has talked to IMPA about this. He is following up on the issue.

5. There was a degree of confusion on the intent of the holiday ordinance in regarding to New Years Eve and New Years Day. Dave Wagner moved to allow two extra personal days for this year only to replacement the two holidays missed. Dan Fountain seconded and all voted yes. We will change the ordinance to prevent future problems.

6. We are still waiting on electric plans for the E-Bio Diesel Plant.

7. Ron Koons gave an Insight report regarding pole rental.

8. Fire Chief Brian Rednour and Fireman Dave Chandler were present to inform the Council that the fire department has received a grant in the amount of $189,000.00 to purchase a new fire truck. Dan Fountain moved to use the grant funds identified in grant #EMW2006FG11898 to purchase the new truck. Martha Minnick seconded with all voting yes.

9. The tanker is 10'6" and is a great fit for the new building.

10. Dan Fountain suggested that a meeting be set for a committee on the maintenance of the municipal building. Donita Chambless, Randy Wray, Rick Westrater, Dave Chandler and Brain Rednour will serve on the committee.
